Active members are travel agencies, i.e. representatives of travel agency companies, who are registered in Croatia and whose main business activity consists of purchasing and selling travel, accommodation, transport, etc. services, directly or through mediation.

Associated members are registered entities or representatives of registered entities, as well as natural persons, who do not meet the requirements for active membership, as well as registered entities or representatives of registered entities who, in addition to their main operation, also function as travel agencies or whose main operation is tied to or correlates with travel agency operations. Among UHPA's associated members are important national carriers, leading hotel companies, restaurants, campsites, internationally licensed rent-a-car companies, bank and credit card companies, tourist boards, foreign national associations of travel agencies, educational institutions and other travel industry stakeholders.
